The common point of failure for all these is (are) the ground(s). Check there.

All the ground bars looked good. Everything was tight. 

Pulled the 15A fuse again to inspect it and it looked fine so I put it back. 

Checked the blue/white cable that's called out in the manual and tightened the wire nut for it. One of those two things did the trick.
