You're talking about the Navy, aren't you? They "claim" that 128 of their bases are in serious danger of flooding this coming century and that it's a matter of national security. So it's really a money grab. What do you suppose they are hiding?

Political pressure from the last administration certainly brought that about, along with the military spending 2 or 3 times more on 'biofuels' than they would have normally. Yes money was involved, politicians using crony capitalism to throw money at their political supporters.
