What you describe is a common failure mode for many different make / models of converters. Yes even the highly acclaimed PD series fails the very same way.
Converters when failing typically output the proper voltage with no load, but when a load is applied even a small 1 or 2 amp load the voltage drops below the configured float voltage. It's really easy to check if it's the converter or the battery. Remove the converter to battery connection measure the converter output voltage - then connect a partially discharged battery or some 12 Vdc loads (try to draw at least several amps from the converter)then measure again the converter leads. If the voltage drops below the configured float voltage by several volts the converter is dying.
