Had a similar issue with our toilet, turned out to be two fold. The crimp on connector at the elbow down at the floor was broken. It would only leak with high pressure. It took some time to find that since every time I looked at it at home, it wouldn't leak. Water pressure at the house is lousy. I replaced the crimped connector with a shark bite 90 degree elbow.
Problem solved, well not really. After fixing that, I noticed water was still dripping onto the floor. It was a slow leak, enough to wet a hand towel after a day. Turned out to be the screw on fitting on the water inlet on the toilet. The factory didn't bother using any pipe tape. Pipe tape solved that problem.
