Hate to say it, but declaring inexpensive chinese light emitting diodes to be Up To Snuff, is an Oxymoron.
Having purchased many hundreds of assemblies, I have encountered profuse numbers of dead-on-arrival, inactive SMD elements, wrong temperature color, laughable uneven smd temperature color within one lamp fixture, polarity marks missing or REVERSED, chips inadequately bonded to subsrate, flicker, flash, strobe, incorrect voltage recommendations, and that, is one hell of a lot of Not Up To Snuffs.
It surprises me not that the OP has encountered a problem. It is an easy-to-fix inexpensive issue. Period.
