With springs, it is probably an HWH system. When you put the jacks down, listen closely and you should be able to hear the pump running. Then look around in that area for the pump and tank. I know nothing about your model, but up under the fender in front of the front wheel is a good guess. Not coming up is a common problem on HWH jack systems, but fluid is not your problem, as with those, the pump is not used to retract the jacks. You probably need a new set of springs, And someone to replace them. It is not difficult, but not a novice job. The springs are very strong, and under a lot of tension. A novice can get severely injured or killed trying to replace them. No one is trying to force you to a shop, because you can replace them if you want to try. That just what owning a motor home is about. Up to you. Another option is to go the the repair facility in Iowa. They do a good job.
