Leveling jack will not stay up...

Ok, looking at the jack now. There is a top and a bottom hydraulic line running to it. Looking at the pump, I do not see any leaks. The fluid level seems low to me. Shouldn't it be near the bottom of the fill neck with all jacks retraced? If it is low, would that cause it to drop?

Sorry for all the questions, this is all new to me. And no manual with the coach.
