All the cloud effect would do is give you more input. The controller controls the output voltage the battery can rise to.
You would have the 100+ volts input and the controller set for a 48V battery, so your set point is ? (eg 4 x 14.8 = 59.2. That can easily go over 60 with temp comp in the cold.) What is the Li Vabs the controller is set to?
But why would that alarm the meter? The inverter might have a high voltage alarm and shut off at 60v like mine has at 15v.
