Agreed, seems to be a 3-stager. You could ask PowerMax if they have a single stage version that just does the "normal" stage.
Errin can probably provide one they modify to do what you want. He does send out versions of the 12v ones that are adjustable voltage with or without the handle, voltmeter, cables, up to you. So it should be no problem to make one of those 3-stagers into a single stage. They do have a single stage version of their 3 stagers that go in car showrooms ISTR.
Here is another version supplied by PM to Randy's specs, but it seems to have 20 amps instead of 10? No specs. Have to ask Randy about voltages.
