A battery does not charge at a constant voltage--its voltage rises the whole time until it is fully charged.
The charger charges at its set voltage, say 14.8. It is at 14.8 all during Bulk doing its current limit, while battery voltage rises to a point where the battery forces Absorption and amps start to taper, but the charger keeps on doing the set 14.8 during Absorption.
What is confusing is that the voltage at the charger's terminals is lower than that 14.8, being on the same wire to the battery.
I doubt Li is any different
