There are all sorts of devices that do this, from under $100 to over $1000.
Does the room have WiFi available all the time, or a hard wire network connection? The more inexpensive devices need an always-on connection to work correctly. Is power constantly available, is it 12v DC or 120v AC?
There are also apps you can get for a smart phone that will make a call or send a text or email. If that smart phone has service still, you don't need separate WiFi.
On the more expensive side of things, there are devices that you can put a SIM card in and will connect themselves over the cellular network in order to send the alert.
As far as products? The only ones I've used are high dollar units for monitoring corporate computing centers.
