First off, verify there is no air leaks before primary tank and air drier.
Secondly, reset the governors unloader to 120-124 psi. No higher.
Pump brakes to get tank (primary and any others) down to below 90 psi.
Start engine and re check that governor unloads at 120-124 psi.
(if not re set)
More than likely your issues will all disappear once governor is set properly.
Thirdly, when governor unloads at the proper psi, stop engine and observe gauges to check for any leaks. Any leak will cause low pressures and constant cycling of the compressor.
The driers valve is designed to 'unload' to expel moisture every time the governor cycles. It's doing it's job. It also can't be expected to hold up to the extreme pressures that it is 'seeing' now.
