The converter and solar controller will operate in parallel, and combine their current. But, as Mr Wizard said, the one with the higher voltage will do most, if not all, of the heavy lifting. Your converter was at 13.7v. If the solar was at say 13.6v, it would do little to nothing in the way of current... especially on a near full bank.
