If voltage at pedestal with nothing connected is OK(above 122V), then circuit is being overloaded, causing voltage drop, OR provider voltage is too low. At one campsite, the supply voltage was actually low, although the wiring was fine, and there was plenty of amperage available. Load did not cause any more voltage drop, it was just low from the source. VERY uncommon, in any site that is subject to regulation and inspedtion, Government facilities(COE) does NOT have to adhere to the regulations and standards that they enforce upon everyone else.
