Low voltage on converter

Voltage went up to 14.25 , re installed converter and voltage slowly going back down to 11.92 and fan still won't run.

Dead battery loading it down? Disconnect it, then you'll know.

To properly test converter DC output it should be isolated from battery
either by disconnecting battery cables at converter terminals or at battery

Also check each battery cell specific gravity with hydrometer
