You need to take it apart and check/replace the impeller. The silver blender blade" you see from the top is the cutter. I can not imagine that wearing out. In the next housing down, there is a nitrile (rubber) impeller. I use mine often and replace it every other year. Vanes crack and break off. The passage way between the top and the next chamber may be plugged. Also measure and make sure you have a solid 12-13 volts AT the motor, not at the power source. You can order replacement impellers at West Marine. There is a part number stamped on it.
