My 230W panel was made in Ontario by Hunwha. The dealer here wegosolar.ca is selling 250w ones now for about $300 last time I looked. You can pick them up yourself in Barrie IIRC. So your deal looks good.
I have the 230w running with an Eco-Worthy 20a MPPT I got from the Eco-W site for $108. Works great. Gets 15.x amps with panel pointed at high sun. Not quite 16a.
