Any RV furnace built in the past 10 years will have a fan control board, which will shut the blower off if the burner doesn't ignite. You would have to rewire the furnace, adding a dpdt switch to the blower leads.
I would suggest either using a light bulb in the basement, or adding a muffin fan blower just to the basement duct.
