A Kill-a-watt can and does measure true power. I think most will also report the power factor, apparent power, and probably things like line voltage and frequency. Since they work by sampling the voltage and the current and digitally computing the (instantaneous) power from them, it's a small matter of programming of the little microcontroller brain to get all sorts of useful information like that which would have formerly required a bunch of fancy analog instrumentation.
