I did both I used marine 3M polyurethane under the mounting bracket then screws
When I removed the screws the mount would not come off the roof
I had to carefully cut it off, and then patch the holes
Use the right stuff and it is not coming off the roof
But with tpo/rubber I recommend the screws
Don't want lift forces pulling the rubber loose from the solid roof
