What about safety glass in any forward facing windows in towables (or the cabover windows in Class C motorhomes)? Why the need for tempered glass at all - that can shatter?(
Both will shatter. Tempered breaks into relatively safe "pellets." Laminated breaks into shards, most but not all of which are held in place by the plastic laminate. Laminated will take more wind load, but tempered is stronger against impacts.
Laminated glass is used for windshields because it holds together, which makes it less likely that a stone can get through and injure an occupant. Often, only the outer layer breaks. The same reason doesn't apply for a non-windshield, which is why the other windows in a car are made from tempered glass.
