Thanks gdetrailer. I have an outlet about 2 feet from my main meter, voltage shows about 112. looks like a call to the power co. could be in order.
I have the A/C off. I also don't want the low voltage to hurt things in the house.
Now that I am testing, I'm afraid to see what I'll find in parks.
