It sounds like line-sag to me
BTW, you probably aren't plugged into a "20 amp", you are probably plugged into a "15 amp" outlet, even if the line is a 20 amp (12 ga) and 20 amp breaker.
Now my shop is all 20 amp (actual) outlets. But my house is all 15 amp outlets, even though the circuits are 12 ga and 20 amp breakers.
