Thanks for all the replies. You will find this hard to believe. The power Co. showed up within 20 minutes of being called. Tested everything. Said my voltage was on the low end, but still within spec.
I re calibrated my meters to match his ( his cost more ). Turns out the gauge and meter matched, but were off by about 6 volts.
Everything is good, I have close to 115 volts (A/C off) about 112 A/C on.
Even if two instruments match, check it with a GOOD one.
He also said the power Co. will probably put in a new transformer if I continue having problems. The voltage was that close to 108V, under load.
