Already clarified the fan voltage issue as being 12 volts for the CPU coolers.

And you are so correct about need to modify my thought process about DC/to DC. This technology is new-to-me, I am still stuck in the late 80's on a lot of things and that's why I am begging answers to dozens of questions. Lucky for me the contributors to this forum are a sharp bunch and have set me on the right path quickly.
