Yes. Consider that panels prices dropped a lot, users install more watts now. You can increase the input wattage to beyond the output wattage capability. Output is still 14*30=420W for 12V battery. But with 100V*30A max input you can have 3000W array. Having that much doesn't make sense with a controller that small. But if 30A output is enough for your needs, you can go for 600-700W, and have more power on cloudy days, still having same 30A output on clear days - all this without getting more powerful and more expensive controller.
48V bank is rare, yes.
