Set VOM to Ohms. First Take a picture before you remove all connections of cap to be tested. Then short across the tabs with a screwdriver to discharge the cap. (voltage can be lethal!) Touch and hold capacitor tabs with meter leads and hold for several seconds while observing the meter. If nothing happens after 10-20 seconds, reverse the leads and repeat. If the meter starts counting up, wait till it stops, then reverse the leads and it should do the same thing each time you reverse the leads. If it does, cap is likely ok. If cap is bulged on top or in any way deformed, replace it. Google how to test capacitor if this isn't clear enough.
