I buy a lot of stuff from the USA and get it shipped to Blaine Washington. Normally at the border they don't bother charging me for anything under $300 and when they do I just pay the sales taxes, so t's 12% on the Cdn equivalent which isn't TOO bad, mind you it would be better if our dollar was at par ...
As for "no name" panels, I'd rather pay a little more for something with some quality that I know will last than discount stuff from China.
Roy, all our lights, inside and out have been converted to LED's, it's amazing what a difference they make. The old outside ligths went from a 1 amp draw per light to a .2 amp draw.
