I wonder if these newly discovered bulbs are regulated...

When you try your new bulb out, see if it has a built-in regulator. Easy way to tell is start with a charger to the batteries with the voltage up to like 15 or so. Then remove the charge. If the bulb doesn't dim, it's probably regulated.
