Somewhere back when, it came up that you might not get equalization at 15.7 (VEC1093DBD level E) but would if you got to 16.
My beat-up previously enjoyed T-1275s have never had their cells at equal SG. Each cell seems to have its own baseline SG, which I have noted and use for comparison each time I check to see if they are as full as they can be. Recently I tried an equalization on them using solar direct (no controller) which did get them to 16 and a bit. Lots of bubbles.
Result, cells still not equal or even higher in SG, but the hydrometer was full of black fluid in every cell almost right away.
So I stopped that :) The black stuff cleared after a while and we are back to what passes for normal with these batts.
Had them for a year now and they are doing great. They seem to like that 15.7 every so often, but I won't be going for 16 again! They don't seem to care that their cells are not equal. They come out ok for total capacity as a battery of cells. Another case of where RJ would say to stop measuring and just enjoy, but that isn't the situation. Without all the measuring of the effects of nursing them back, there would be no way to tell if any progress was being made. Now it is important to make sure they don't slide back through neglect of the basics. Much to learn from that Screwy 31 being kept in service. Needs the effort to keep measuring, or lose the game.
