Sounds like lime deposits from hard water. We had that even though we have filters after spending the summer at a place with well water (good water) but high lime content. Couldn't believe the amount of lime deposits and chunks that came out of the water heater when we drained it. Didn't notice it in the water when we used it, but it had built up in the lines and in the water heater.
