On most of the Class a, B, and Cs, gas chassis thru the 80s and in to the early 90s and possibly beyond there are a lot of hidden fuses back under the dash and out in the front end. RV builders had no standards as to where to place fuses especially on accessories like steps, wiring to storage compartment lights and so on. Many times this forces the running of all new wiring in order to get something up and running again. After fighting it out with a problem like this it is not necessary to suggest that fuses be located in more accessible areas.
