I agree with you on one thing. It will be expensive. But no, you do not need to hire a welder to build it and install or mount it.
Arvika makes a ready to go bike rack that mounts to the front of a 5th wheel, with no welding needed for attachment.
Check out their brochure and look specifically at page 7.
