AFAIK the PWM controller is not a buck converter since it cannot do 24-12 (only 12-12 or 24-24) and has no inductor coil in it. This is what I find so confusing about that 17v at the input. That suggests it is acting like a controller that does have a buck converter in it, more like an MPPT controller in PWM mode where the buck converter is still what makes it work.
