Here are some RV tubs with seat. Searched for using Bing because I hate Google.
Looks like the black pipe sticking up has an air admittance valve. Since you have a hi-lo and can't have a permanent roof vent it acts like a roof vent to keep the pipe from vapor locking and not allowing the water from flowing out of the tub. It acts as a check valve by allowing air into the pipe. There is a rubber seat the closes to keep stinky air from coming back into the trailer from the black tank.
It may have been cheaper and easier to put the air admittance valve under the tub seat, but you might want relocate it if possible since they do go bad and located under the tub is a bad place to have it if it does go bad unless you can get to it without pulling the tub out.
