If you can turn the key to Run, and the Instrument Cluster lights up as per normal, then you should be able to energize the relay/solenoid nearest the battery. There's a solenoid at the starter motor also, but it only operates when the first one, near the battery, is sending voltage down to it.
!!!JUST PLEASE MAKE DOUBLE SURE CERTAIN THAT THE TRANSMISSION IS NOT IN GEAR!!!
All safeties will be bypassed when you fire the starter off the above way! Having somebody in the driver seat with brake applied would be best.
