I have a heater that does what you want. The Pelonis Flexi Furnace II (that's roman numeral 2). They are long discontinued, but I just bought one 2 weeks ago from an ebay seller, a hardware store with new, old-stock heaters. The fan stays on, with speed dependent upon the temperature, and I can hear the heating element quietly click on and off as needed.
Of course, rewiring an existing heater sounds like a nice solution as well.
