Look inside switch and check the contacts....make sure they are not bent.
Some pins/switches have one way pin can go back in.
So check for any slots/guides.
Pin pushes contacts open and can be snug.
If broken......disconnect wires on switch (so switch is isolated from tow vehicle and trailer battery) and then replace with a new emergency brake switch
