If the lock just fell out, you should be able to insert it back in the hole with the key in the lock portion. If that fails, you should be able to stick a flat blade screwdriver in the hole, jiggle it up and down (or side-to-side depending on where the tumblers are) putting pressure in the direction of "unlock" while you're doing this and trip the lock. This is how crooks steel your car when the pop the steering lock.
