I agree that this is how it's supposed to be. However, why then do the steps and the inverter this this high voltage?

Voltage from the solar disconnected from the battery IS NOT enough. You also need amps or power. The reason this equipment does not work is the solar cannot supply the required amps. You need the battery.

Soar will resupply the battery amps or SOC. The time frame will be short for the step draw and may be lengthy for inverters, MWs etc.

ALL indications point to your CC being wired to the load side of he solenoid and not to the battery.
