secondly, the "DC" bus voltage is most likely the panel voltage, if the battery is charged then the solar panel voltage will increase as the load is decreased ( load meaning the charging current ). this is referred to as the "open circuit voltage".
I agree that this is how it's supposed to be. However, why then do the steps and the inverter this this high voltage?
Soar will resupply the battery amps or SOC. The time frame will be short for the step draw and may be lengthy for inverters, MWs etc.
ALL indications point to your CC being wired to the load side of he solenoid and not to the battery.
