This suggests that the CC is NOT connected to the batteries but rather to the load side of the disconnect solenoid. Your DC bus voltage and battery are inconsistent also. Either leave the switch on or better yet wire the CC to the battery.
It is not actually charging the batteries because the charge cutoff on the controller is set at 13.8. This is verified by seeing no charge amperage. Bulk charging for flooded batteries is 14.8V so a voltage cutoff of 13.8V makes no sense. Perhaps 15V+.
You're seeing high voltage and no amps because the CC is not connected to the batteries when the salesman switch is off.
I agree... charge controller is not connected to battery..
