Continuing on, we are now dry camping at Assateague National Park and in full sun. I took some pics...
The output of the solar controller is wired to the posts that connect the 2 sets of 6v batteries.

The voltage at the battery. This agrees with the voltage at the controller battery connection.

What the controller thinks the battery voltage is. This is lying.

So, I don't have a problem, other than the charge-on setpoint which is using the controller's display voltage. I'll monitor this for the next 3 days. I also measured the voltage at the steps and it agrees with the battery voltage.
