Very small solar wire in the pictures which is why the 2 voltages are so different. You need heaver wire especially since it apparently doesn't have remote voltage support.
The CC is also not wired to the batteries in a balanced manor. I'd guess that the batteries themselves are not wired as balanced but can't see remaining 2 batteries. This effects battery life so something you might want to correct in the future.
