no brake lites or hazard but turn signals flicker

This is a 2004 Journey on Freightliner XC chasis. I have no brake lites except the foot long light bar in center of the back cap. I have no hazards either. Turn signals both, work but no clicking s...

I would guess that light bar is LED so can still work with a very weak ground.

The higher wattage incandescent lamps can't work correctly with the bad ground.
