In commercial boiler firing, water is softened the treated for Ph finally it I'd de-oxigenated before entering the main drum through the Copes Valve. The water freezes before untreated water does just as mud drum blowdown freezes slower. This is true in 160# and 600# systems. I noticed this occur in freezing weather in the condensate blowdown gutter.
