Andrew, I had the exact same problem you are experiencing, It was the hot out check valve (Back Flow Preventer $10.00). It is on the back of the tank on the hot out (Top ) water line. I would try everything to get at the back of that tank before going to the trouble of removing tank. You would have to disconnect elec., Propane and all those screws and sealant Plus unhook the water lines to pull the tank out. Plastic Drain plug means you have a Atwood Water Heater, No anno Rod.
