There has got to be more valves you're not seeing?
Is the tank simply empty and needs to be filled before it exits a faucet?
Any chance the handle of the valve you took apart is installed 90 degrees wrong so "off" is actually "on"?
Just tossing out ideas. Pictures always help. My water heater bypass consists of 3 valves.
