Have you verified water even goes into water heater....Pop T&P Relief Valve open?
Have you disconnected Hot outlet line at fitting on back of water heater tank and verified water comes out?
Check valve on hot out is common if you do not have 3 shutoff valves....
1 for COld In, 1 for HOT Out, 1 for Bypass.
No Hot out shutoff valve..then nipple in hot out is check valve
What Brand/Model Water Heater?
