I would disconnect the valve and verify that water actually gets to it and flows through it. Then maybe pull the drain plug on the water heater and see if water is getting that far. Just keep moving up or down the line until you find where the water stops flowing.
And yes, check that outside shower and make sure the valves aren't turned on with the head turned off.
