IF you have a single valve bypass system there **MUST** Be a check valve and that valve is your problem.
If you have a TWO valve system the check is not necessary but you must turn the other valve
I have a 3 valve system, also no check valve but the all 3 valves need to be properly set for it to work.
But if you have a single valve. as your post implies THERE MUST be a check valve.
